Go ahead and restart as that may be needed to clear it up. Did you follow the BIOS update steps exactly, including any needed Reset to Defaults if it instructed to do one in the Download page instructions or the Read Me file it may have embedded in the download?
I'll give you everything possible to try for sign-in failure so that at least something will work:

If you cannot sign in then it will save time to create a new Admin account to replace the old one.
Follow this tutorial to enable the hidden Built-in Administrator from the Sign In screen: https://www.isumsoft.com/it/enable-hidden-admin..., sign into it, create a new Local or Microsoft Admin account in Settings > Accounts > Family & Other People, sign into it, move your files over, test all programs run correctly, then when ready delete the old account and hide the built-in Admin again.

Option 1
Go to another working computer, download then install Macrium Reflect Free and create bootable Rescue Flash Drive.
Boot from it and click on 'fix windows boot problems'
Make sure bios is set to uefi or legacy bios depending on how it was installed.

Option 2
First of all, if you have any non-essential hardware attached to your computer apart from mouse and keyboard, disconnect them.
See if the system boots successfully, if it does not, carry out the following steps
Power on and off your computer three times
How do you do that?
Power on, when you see the Windows Logo - power off
Power on, when you see the Windows Logo - power off
Power on, it will then your computer will boot into the Advanced Recovery environment
You might be asked to sign in with your Microsoft Account or Local Account password.

Click Advanced Options
Click Troubleshoot
Click Advanced Options
Click System Restore, see if you can go back to an earlier time.
If not, boot into the recovery environment again, then try performing a startup repair.
Perform the startup repair a couple more times then restart again to see if you are able to boot to the desktop successfully.
If that does not work, boot into the recovery environment, then click 'Go back to previous version of Windows' - choose this option if you recently upgraded to a new Windows 10 Feature Update. If this option is not available, you can skip this step.
Option 3
If that does not work.
Power on and off your computer three times
On the third time, your computer will boot into the Advanced Recovery environment
Click Advanced Options
Click Troubleshoot
Click Reset this PC
Click Keep my files
Choose your account
Enter your password
Click Continue
Click Reset
Option 4
If that does not work.
Go to a working computer, download, create a bootable copy, then perform a clean install.

You would be better off contacting HP
I have used HP for decades (literally) and wouldn't buy anything else. Their support is just that good. I always deal with the OEM (Original Equipment Manufacturer) on non-Windows related problems. And your Basic Input/Output System (BIOS) is not Windows related. HP makes your Microprocessor not Microsoft.
SO https://www.support.hp.com/us-en is where you want to be.
Do NOT download or install any third party products until you consult Hewlett Packard.

After a semi-nervous breakdown because there was nothing but the mouse cursor, I decided to unplug the pc and wait 2 minutes. Eventually the system said it was "configuring", but my Hello page came up with the same security thing; so I elected to use my password - it worked this time - and my desktop came up as usual. I haven't dared log out/in again before finishing ongoing tasks. Win Security came up with the yellow flag about Hello Page after the scan requirement, but I could not follow the link. I "changed" my PIN back to its original status within User Accounts and the procedure seemed to be accepted. That yellow flag disappeared after Win Security had scanned the system.

Thanks. I did tell them. I looked on their Help page with my other computer. I know now that my pc was locked onto the "Hello" page, but doing nothing. So there was no place to go until I unplugged, waited, switched on normally and the HP splash screen got to Windows.

Thanks for the advice, but I couldn't do anything! I left that black screen with the mouse cursor for ages, in case Windows returned, and it didn't, even after 30 minutes. So I unplugged the power cable, waited 2 minutes and did a normal switch-on. HP splash screen came on, then Windows, with my designer Hello page background, said it was configuring, which it hadn't done the first time. When that dreaded message about PIN and security appeared, I took the password option again, and this time it worked; desktop! I used User Accounts to reiterate my PIN - there was no objection. Windows security had put up a yellow flag under the "scan" alert, but I couldn't follow the telephone Link and found a lot of iffy webpages for recovering password. That alert hasn't reappeared. It seems as if the PIN is just endemic to Windows. I'll be back to this good page if I can't get in tomorrow.

I'm glad to hear it. Sometimes a restart can fix password rejection. It's mentioned in several of the tutorials I gave you.
If you ever get locked out again, be aware that you can always "get in" with bootable media to do the necessary repairs, by booting the media instead of trying to start Windows which won't start or log in.

Thanks for all the help; but further to this: I got back in after powering down, but Windows insists on my MS Password now. Fine and dandy, but changing or even removing PIN Hello causes the same argument before I get in [and I don't like removing a necessary level of security]. There's been a lot of advice about checking the BIOS. Having got as far as MSCONFIG, I don't want to do anything else without advice. So, help please?
